Background
Paltor is only distantly related to the main line of House Rannal - any further removed and nobility might be lost entirely. Still, he is a noble, and he might have done entirely as he liked. He chose to enter the royal army at a young age, assuming a position commanding a frontier garrison that warded against the Plains Kingdoms. In 618, the late King Kabzel abruptly recalled Paltor to Jewel and put him in charge of all of House Rannal's troops.
Paltor, not having any experience with such high-level command, initially had to rely on his commonborn subordinates, but he applied himself to the challenge as rigorously as he could, and was a quick enough learner. In 621, with Misic's sudden order to withdraw the royal garrisons purely to House Rannal's domain, Paltor found himself overseeing a force which was compelled to remain near the Emerald River regardless of what might happen elsewhere in Hadash. He has done his best to keep the troops trained. His supplication to the king to be permitted to bring soldiers to the aid of House Anadun when Min Nome was attacked fell on deaf ears.
Personality
Paltor is energetic and, if he sees a problem, his first thought is to see how that problem can be remedied. That worked out well enough when the problems were simpler, dealing with raiders on the frontier. It got a great deal harder when he was given overall command, but he persisted to try to learn the requirements. Being compelled to do nothing in the face of problems is a struggle for him. He spends time drilling soldiers and keeping them prepared, though finds there is only so much of that he can even do before he begins to tread on subordinates' toes, and he still has energy to spare. He spends some time in Sanctuary, finding problems to solve there too.
